Open a new image 100 x 150

Select the Paint Brush tool with these settings:
  • Size: 1
  • Hardness/Density/Opacity: 100

Paint the outline using the color #404040

Select the Magic Wand -- Tolerance set to 0.

Select inside the state.
  • Flood fill with the color #FFFFFF (White)
  • Selections > Float
  • Effects > 3d Effects > Cutout

Apply a cutout with the following settings:
V: 0 || H: 0 || Opacity: 100 || Blur: 10 || Shadow Color: #9C9C9C

Selections > Select None.

If you'd like, you can add a heart near where you live in Illinois. (Color #800000)
